S4H connection refused

Please help me to identify and solve a problem with SAP S/4HANA 1610 instance.

I'm trying to log in to S4H system, from SAP network (VDI remote desktop) but get an error "Partner 'vhcals4hci.dummy.nodomain:3200' not reached WSAECONNREFUSED: Connection refused"

Instance is active (VM status active, SW status activated), hosts file and proxy exception maintained, firewall disabled.
