If I assume that your typical Work Schedule is of 8 hours, it would mean that you need to create a "Half-Day" Public Holiday.

Through t-code spro, follow Time Management > Work Schedules > Define Public Holiday Classes

You will need to create 2 Public Holidays, but these will need to use a Public Holiday Class that is not currently used (unless you already have Half-Day Public Holidays), and you will need to specify when those Holidays happen (fixed weekday of a month, fixed day of the year, a "floating" day).

Then you will need to change some of your current configuration for Attendances and Absences to take into account these new elements, such as in Table T556C (and any other Table or pcr where the Public Holiday Class has an impact).

Please refer to SAP's documentation (help.sap.com), the documentation available on the Time Management Wiki page of this site (https://wiki.scn.sap.com/wiki/display/ERPHCM/HCM+Time+Management), or other available documentation (such as Woody's blogs) for more detailed instructions.
