I think there is an issue with your local SAPGUI frontend installation, it looks like it's trying and failing launch the graphical editor. Please reinstall SAPGUI and/or update to a recent version.

The screenshot shows some odd timeout message at the bottom, could this be related?
Yes that was my thinking, but I don't know the exact mechanism by which it spawns the graphical editor. The editor is very old, and so is CPIC, so there's a vague link.
I am guessing it could be something along the lines that the frontend tries to launch the editor, the server is aware of this but can't get a connection because the editor won't start, and then just reverts to the existing SAPGUI connection in text mode.
A reinstall is far easier to try first than to figure this out though 🙂
Search EU_SCRP_WIN32 in the forum or in SAP notes. The question has already been asked and answered (even very recently). Several possible reasons.

I am not 100% sure but can you try to check setttings as per by going below path:
Utilities(SAP Menu)->Setting->Screen painter->Graphical layout editor should be checked
