PD - If I click on complete button, its not happining,

Hi Gurus,

We implemented PD, ESS/MSS with Portal. As per work flow, my user uploading the appraisal form, supervisor will give the rating and complete the process. So, here if he/she clicks on complete button, status is not going to complete, its in in-process only and user getting lock..

Can anybody tell why its happenning ? is there any authorization problem...?
