Expense Control at Cost Centre through user exit based on KP06 values

Dear Friends,

I want to the check and control the expense booking at cost centre based on the expense planned in KP06.

I know this requires activation of Funds Mngt.. But, is there a workaround possible by means of a userexit in function module

I dont want to create a statistical Internal order in parallel to Cost center and achieve this

Can any one let me know the detailed steps to achieve this OR the relevant user exit to modify to achive this
