Freight Condition can not changed after GR

Hi Gurus,

We have faced a problems regarding Freight condition FRB1 & FRC1. After GR our client want to change the freight value.

But after GR these two conditions shows grey(display) mode.

Even after cancel the GR it can not be changed.

Pl.help us.
