users with authorization to MM06 should have a clear understanding of what the setting does on multiple levels. i would review the security roles with department managers, and have the department(s) take responsibility for managing this transaction and their materials.
*we still have an ABAP batch program that looks for material in inventory w/ deletion flags, but what i'm saying is that ultimately the department(s) need to take ownership of how they're managing materials by reviewing stock, open requirements, etc. before making certain settings.
