I haven't a binary installed version here to check, but have you checked if the Node.js tools are enabled in SAP Web IDEs Feature Settings (-> Settings -> Features)?

In addition to Florian's suggestion, please make sure that the nodejstools service is running. You can do this from the XSA admin site, on port 51015 by default (https://hxehost:51015).

Log in as XSA_ADMIN (in incognito mode or using a different browser if you are already logged in as XSA_DEV). Click on the "application monitor tile" and your nodejstools app should look like this:

If it doesn't look like it's running, please restart it using the "restart" button on the right and refresh Web IDE. Also, could you please paste the logs including any errors you may find for this service? Is this right after you finished installation or have you restarted the server yet? You are not the first one complaining about this and would help us all to see why it's happening.
