How to disable the Planned Production version creation in SAP ME 15.1 SP05

LOIWCS:SAP ECC send LOIWCS Idoc to SAP ME and therefore Work Centers/resources are created in SAP ME.SAP ME stores vital information like Object ID/ARBID(ERP_INTERNALID in SAP ME) and other details of the Work Center.

LOIRIOU : SAP ECC sends the routing to SAP ME and in this Idoc the field called <ARBID> which is actually Object ID of the Work Center. This ARBID comes for each ECC operation which gets along with vis-à-vis Routing step in SAP ME.There is no field in this Idoc which represents the Work Center instead SAP ME itself check which is the corresponding WC for the given ARBID.

Scenario says that LOIWCS interface will not exist but Routings will come from ECC with the field 'ARBID'. How to handle this scenario in SAP ME where still operations and routings are successfully created when the Work Centers are yet not downloaded/created?

    Two Options:

    1. Put ' DUMMY' as Workcenter field from LOIROU using XSLT in SAPMEINT so that LOIROU gets passed. You might need to create a dummy workcenter. There is bug in ME though it says that Workcenter is not mandatory for creating the Routing, the webservices fails if Workcenter is not entered.

    2. Run the transactions to create Workcenter if not created during LOIROU in PreXSLT Transanctions.
