Does "7017708 Crystal Report Server - NUL" includes all the functions of "7004294 Crystal Report Embedded Server - NUL"?

In the OEM product list we have "7017708 Crystal Report Server - NUL" and "7004294 Crystal Report Embedded Server - NUL", the list price of 7017708 is much higher than

the list price of 7004294, seems that “7004294 Crystal Report Embedded Server - NUL“ only uses the SDK without the UI, while “7017708 Crystal Report Server - NUL“ uses BOE CMC。

    Crystal Reports Server Embedded is an OEM Product and is a standalone RAS server that can only be used with the Java or .NET SDK's, you write the front end to process reports.

    BOE is the full blown product which has an interface to it, it can use the .NET, Java or RESTful SDK's
