the language that defaults is your logon language.
And what happens here is nothing else than an entry aid.
SAP defaults the logon language and positions the cursor directly in the window to make it convenient for you to maintain the text.
If you don't enter anything then SAP deletes this empty text when you save.
No it is not possible to have 2 languages defaulted, instead SAP gives you the option to copy the existing text to the other language if you click the icon to create a text in another language
