Pi 7.1 is now available as a ramp up version, it is not released yet for real time implmentation version yet.
For PI7.1 you have to either subscripe from SDN or approach to SAP.
https://www.sdn.sap.com/irj/sdn/subscriptions/development
System requirement depends on serveral factors: but the important point to note down here is, 32 bit OS is not supported, it runs on to 64 bit OS.
on a normal requiremnt we have 12gb ram and 1ghz on which we are maintaing our devlopment server.
if you need more exact system requremt check with your basis team.
check this lnk for more details

There is no limit on number of users PI7.1 can come with, you can create as many as you want but the important thing is how much user licence you have bought from SAP.
Each Xi box for development atleast is bought on nnumber of users, i mean the licence is on number of user you will be using in XI box, we have 50 user licence....you can have more also but when SAP comes for audit and if you cross the number of user then they collect etra licnecn cost which is huge.
on the PI7.1 i am not sure how SAP is giving, since this is not an real implementaion product yet, check with SAP on this.
