Inbound Delivery quantity update with Open Transfer Order

Dear Expert,

I am not able to update inbound delivery quantity using BAPI_INB_DELIVERY_CHANGE It generates a message "There is an unconfirmed transfer order for item &".

My question is when i can change the quantity from VL32N eventhough it has unconfirmed transfer order, why am I not able to change using BAPI. if the BAPI is not correct , pls share the right one.
