Production order release only through change mode

Hi,

I have a requirement like this. First user will create the production order through CO01 and then save the order. order number created. Now he goes to CO02 and then release the order. System should not allow release of the production order during creation (CO01) and it has to allow release only during change mode CO02. How it can be done in standard SAP.
