DBACOCKPIT - Diagnostics - Indexes not created

1) What does the green check box mean next to these optional secondary indexes? Does it mean the index was created or does it mean it is okay to create the index?

2) How do we know if these secondary indexes should be created?

I am using Oracle 10g, ecc 6, kernel 7
