do not confirm operation' if material is not issued

hi pp gurus,

I want to put a check 'do not confirm operation' if material is not issued i.e. 261movement type.during confirmation

Here my BOM components do not have backflush and we are using serial no profile.

Can anybody tell me what setting is required to put such check .
