C:\Program Files (x86)\SAP BusinessObjects\InstallData\logs\{Folder with the last installation timestamp}
open the Errors&Warnings.log

The most common cause for the error is running the installation from Archive.
You need to extract the 51046782.zip file to your hard drive and then right-click setup.exe and select "Run as Administrator"

What are the uncommon resolutions to this issue?
I've attempted to install, running the installer as administrator. The installer has been unzipped. I've tried running it from a local file share. I've also copied the files locally and attempted to run from there in the case the installer doesn't like running from a unc path. Still no love. I've tried all of the above with the windows firewall service stopped, yet i still see the same behavior.
