Setting Limits for creating PO to users

HI MM gurus,

Requirement: Each MM user to be allowed to create PO’s for specific limits only. Viz. User1 can create for maximum 100000 USD only, User2 can create for maximum 10000 USD only, etc etc.

Also these limits to be checked during Release strategy only. If the user crosses the limits, then the person approving the same to reject the same.

How can this be done?

Any documentation/links would be appreciated.
