QI Inspection stock without QM activation

Is it possible to create a QI inspection without QM module ?. We have a lot of QI stock , but some will be under QI inspection stock like sample , we want to transfer the QI inspection from one location to another location , we want to diff as QI / Sample inspection stock ? How to do it in ECC 6.0 ?
