How to disable modifications to Oracle Service in Crystal Reports 2016

Currently users who design the reports using the CR Developer are not allowed to test against the Live/Production Oracle database using native Oracle Connection(Data Explorer -> Oracle Server). The issue is some of the designers are from the production support team and are aware of the credentials of the Oracle Live Server. They always tend to test the reports against Live Oracle Database, which is not permitted despite repeated reminders.
Is there anyway to restrict the designers who launch CR developer (other production users launch only Crystal Reports Viewer) :
are defaulted to test environment of Oracle Server only ( Oracle Service should be defaulted to Test Server when they launch CR Developer)
Disallow the operation of modifying the Oracle Service

We have entered the connection details of Test Server in TNSNames.ora but they key-in the complete TNS Live Oracle Service by replacing the Test Oracle Service after launching the CR Designer.
