problem with one person

hi all

when i want to remove relationship between S and P error coming PLEASE CHOOSE AN OBJECT IN PLANNING STATUS ACTIVE

when i want to delete that P through pa30 - utilities it was saying no P no. is existed

how to delete this no and relationship
