SAP Region(State) international language code udpate

Hi

In the transaction code : OVK2, i need to add new region for some countries and need to update other international language also. but i am not able to see that language code in development system, it is there in production and quality systems.

please see the attachment-

process : OVK2 -> maintain new region -> save -> menu bar-Go To -> Translation

here we need to select language code and maintain the local language but i cant see the one language code. is there any configuration missing in develop system please let me know

i found my answer, language patch is not installed in that server, after patch updated i can able to update that international language update.
