Hi,
What are the rights given to a user or an access level in order to create, schedule and add users to a publication?

For specific Publication rights follow these steps.
Right click on the user folder->Add principle->Assign security->Advance->Add/remove rights->Content->Publication and grant below highlighted rights.
To see the all users list in the Publication->Enterprise recipients follow these steps.
goto the user groups->Top Level security->Add principle->Assign security->assign view on demand right.

Schedule ACL , it is pre built Access level in the Business Objects. You can use that. Or if you want to customize, take that as sample, modify it. Most of the rights are self explanatory.
