COPA Reporting and Sales Office level security

Hello, all.

First, some background: We secure COPA data at the Sales Office level, but have a level above them - the Sales District. Our Sales Office managers have access to a set of reports. We want to give these same reports to our District Managers.

Here is the selection screen for the report:

When this is run by an account with SAP_ALL, I get this output:

This is how the report should look for the Sales District 3 manager - he or she can drill down into individual sales offices, or see their performance, etc. But, when I run this with the same selection criteria above with an account having the District 3 role, I get the following error:

This is most likely because KE30 is trying to run the report for Sales Offices that this user does not have rights to. Running SU53 for this user shows the following:

My first question is, where does the ":" come from as a parameter to the report?

Now, I can get output by putting in the individual sales offices for this sales district:

But the output from this:

Is not acceptable, because it does not subtotal by Sales Office, I'm guessing because the Sales Offices are used as selection criteria.

How can I get the report to appear as it does for someone with SAP_ALL for my Sales District managers?
