Workitems are getting displayed only to manager

Hi Friends,

We have created Active substitute for manager . whenever travel expense request going mail notification is going to both manager as well as to substitute .

But Workitems are getting displayed only to manager . Workitems are not getting displayed into substitute SAP Inbox.

Before sap upgrade substitute functionality working fine but it's not working

Please can anybody help me ASAP.
