OTR based planning

Dear Gurus,

We have the business requirement to start planning for Routing, Scheduling, Carrier Selection and Load Planing early in the process based on OTR, due to the fact that Delivery creation in ECC happens late in the process so that transport planners do not have enough time. We are using the Package Builder functionality in TM 9,3 to create simulated Freight Units (based on Package Specifications) in the OTR. These FUs are the basis for our planning. This way we create the Freight Orders as the outcome of the optimizer planning. Later we create the Delivery is created in ECC with actual Handling Units. The actual Handling Units may differ from the simulated packages created earlier in the OTR. We notice that when the Delivery (with actual HUs) are passed on to TM, the previusly created FUs are all deleted but new FUs based on the HUs are not created in the DTR. Also the FO is emptied.

For example, we have a Sales Order with 100 PCs of a Product. This creates the OTR where the FUBR looks at the Package Specifications of the Product and creates 4 FUs each with 25 PCs. These 4 FUs are planned in a FO. Later we create the Delivery where we create 3 HUs packing 20 PCs, 30 PCs and 50 PCs of the Product. When this Delivery (with 3 HUs) are transferred to TM, the previusy created 4 FUs are all deleted but 3 new FUs are not created. Also the FO is emptied. We have assigned the FUBR to both OTR and DTR in customizing

We are looking for a solution to adapt the simulated FUs created in OTR to actual FUs in the DTR. Let me know your advices
