Still getting German language for Upgrade Roadmaps.

I have applied both of these notes and followed all there instructions to no avail.

Can anyone give me some advice on why this problem may still be occurring in my system?

We are using SolMan 4.0 SP13 (I am not 100% on whether we are over SP12 or not.).
