We are running on 32bit Windows server 2000 .
Our current level of Oracle is 9.2.0.5 .
Is it best to upgrade to Oracle 9.2.0.8 first or go straight for Oracle 10

You can directely upgrade from Oracle 9.2.0.5 to 10, how ever it is recommended that after you install Oracle 10g Software and before upgrading the database apply the latest Patchset and CPU certified/supported by SAP.

You are right, SAP recommend that you have to upgrade to 10G only from 9.2.0.6 onwards,
I suggest you to download the upgrade guide from https://service.sap.com/instguides for upgrade to database 10G release 2, Check the necessary requirements & recomendatations for upgrade.
