Did you finish the setup for accessing the 3rd party optimization algorithm from your system?
As stated in the help documentation in SPRO:
The optimization algorithm of the third-party provider needs to be registered in the operative system and must also be accessible by an RFC connection. Although this prerequisite is not checked during activation, Vehicle Space Optimization cannot be used without it.
If you are sure that everything was configured correctly and if the same functionality works for another system without issues or if this worked in this system until recently, it may be a good idea to speak with your system administrators.
It is also a good idea to go through 705250 - Composite SAP Note: FAQ for Vehicle Space Optimization where the setup for VSO is explained in good detail and the same error message is mentioned.
Another useful note is 554675 - Loading space optim. under SAP Bev. - Technic. Environm. which also mentions ocx.
Depending on the specific provider there may be additional setup required, so it is important to double-check the vendor documentation as well.

Yes, you need an external provider that supplies the algorithm to perform vehicle space optimization and generate pack proposals.
My understanding is that picking is a separate step, although it is possible that some vendors offer fully integrated solutions that include warehouse processing and mobile task generation based on VSO pack proposals.

On the same page that you linked there is a link for vehicle space optimization activation, where it is mentioned that you need to integrate optimization from a third-party vendor.
From what I know VSO is not mandatory for DSD processing - some companies decide to skip this completely and use whatever SAP provides, others go for a solution which works for any kind of shipment, not just DSD-relevant ones.
