JR1 TXJCD not picking up Plant

I have a sales order with a incoterm of Origin but the JR1 is till using the TXJCD from the customer shipto and not the plant.

Any help will be rewarded.

check Taxes sales area for your customer (XD02)

check Tax data (Sales Org Data) for your material (MM02)

check your tax cond. records (OVKC)

did you check plant in XD02, MM02?

What am i checking MM02 for ? There is no plant assigned in XD02.

Is the default to tax from shipto. By the time the JR1 condition is executed in the pricing procedure its already been set.
