Unable to promote a report from OAT to PROD using Promotion managemenet tool.

We are successful in promoting all the reports from OAT to PROD except only one report. When we check the report in the promotion management tool under "Add objects", its taking long time to get the report added. Waited for almost half an hour for only one report to get added and still showing in the "Add object" process only. We created a separate Promotion Job for this - only one report and still we face the same issue. We have promoted the same report from UAT to OAT using promotion management tool and it was successful promotion. The same report trying to promote from OAT to PROD and facing the issue. Please suggest you the reasons and solution. The size of the report is 57 KB. The report is with no data. But still purged the data, saved the report and trying to promote from OAT to PROD.
