How does cost attribution / allocation work in SAP?

Is there step-by-step guidance explaining how to attribute costs to a 'functional / outcome area'? In my organisation, on an annual basis, we need to report the proportion of expenditure that went to gender equality activities / outputs; where expenditures are both 'standalone' (so total cost can be attributed to gender equality) and part of an expenditure (so a portion of the total cost needs to be calculated). How do we create a process through which costs can be attributed to gender equality activities throughout the year, so that totals can be calculated in December?
