modifying pcdstartup.properties to change import & export folders

I'm trying to action the section of page 3 of this note https://www.sdn.sap.com/irj/servlet/prt/portal/prtroot/docs/library/uuid/519d369b-0401-0010-0186-ff7a2b5d2bc0 to set the export folder of DEV as the import folder of CON (QEP in the note). However I'm not sure of the process involved in adjusting the PCD Startup Properties to set the folders locations correctly as per the note.

I have made an adjustment to the pcdstartup.properties file on dev and restarted the box but this made no change to the "export to" folder shown on the Dev portal.

Any pointers as to how to actually do this? NOT a generic note but actual instructions as to how go about performing the update.
