Example : If the client decide only if the customer reach 1 crore business in a year, then only he is eligible for 10% rebate. Here my doubt is where we set 1 crore target in rebate agreement.

Pls maintain the condition record for rebates in VBO1 and with in that you give the scales. This will solve your problem.
Only if the customer reaches that value the amount will get accrued otherwise not.

If you are giving 10% on a years target of 1 crore, i don't think it is necessary of using rebate agreements. You can check the total purchases of your customers when they cross 1 crore then allow 10% discount to them, that's it.
In this case you are not making any partial payment until he reaches 1 crore, then why do u need rebate,
