Create Cloud Account: Test Connection Failed

It always says below error after the test connection.

Invalid account credentials or no permissions for the Elastic Compute Cloud (EC2) Web service of the cloud provider. You need to have the EC2 service enabled and the following roles assigned to your IAM user: AmazonEC2FullAccess, AmazonVPCFullAccess, ReadOnlyAccess, and AWSAccountUsageReportAccess. I have already created a user with following roles in the AWS IAM. I believe that I entered the correct access key id and secret access key.

  • AmazonEC2FullAccess
  • AmazonVPCFullAccess
  • ReadOnlyAccess
  • AWSAccountUsageReportAccess

PS: Actually it worked at the first time when I created an instance (NetWeaver AS ABAP) in my Cloud Appliance Library, and then I deactivated the instance by accident, soon afterwords I get the error messages shown above while trying to reactivate the instance.
