Can you explain what does it mean by Alternative Release? Does your level mean release code ?

Yes, level means Release Codes. Say there are 5 levels of Release (Release Codes). The approval routing should bypass Levels 1-4 and directly go to Level 5.

you can define that level 5 can approve without prerequisite that 1-4 have been approved.

But this has nothing to do with some routing. Approver of level 5 just calls his transaction and does the release.

A workflow cannot do this kind of by-passing, the workflow goes to level 1 first, then 2 etc.

There might be ways to send a workflow to the inbox of approvers of level 1 and 5 at the same time, and the first who takes it defines the further flow.
