General Header and Footer for Corporate Identity reasons - how?

Hi,

I wonder how you can create reusable header and footer elements that are existing in every view.

The result should look like this:

Header: Company name + username + ...

-

<<content>>

-

Footer: Additional information, e.g. contact link

-

What would be the best approach here to make this happen?
