Sybase installation fail and no servers are added to Services on Windows

I downloaded from https://go.sap.com/cmp/syb/crm-xu15-int-asewindm/typ.html the SAP ASE Developer Edition and installed on Windows 7 and 2012 R2. On Windows 7, the installation failed at the end before any configuration happened. On Windows Server 2012 R2, it finished the installation but failed when configuring the servers. In configASELog and configBSLog under SAP/ASE-16_0/init/logs, the message said " INTERNAL ERROR: could not create Service Control Manager entry for SAP Server 'Sybase'. Operating system returned error: 'Operating system error = 1057'. When I ran Interactive SQL, I saw the server name 'Sybase' was there with correct host name and port. I could not start it because the server name was not existed in the Services.

Does anyone know how to fix the problem?

All I want is to create a Sybase database for some testing.

Never mind... I need to run everything with Run Administrator and the problem is resolved.
