PGI for outbound delivery from QI stock

Hello SAP Gurus,

We need to STO material to another plant. The material is in QI (restricted) and must NOT be moved out of that status. But, our problem is that we can't do a Goods Issue from QI.

In the VL02N there is normally a box that can be checked to indicate that the material is in QI status. But, it looks like that

functionality is turned off in our system.

Is there another way that you can suggest we do the transfer of stock? Or, what would we need to do to get the functionality

in SAP to issue from QI?
