Error 1904. Summary of all attempted solutions inside.

While installing Crystal Reports on Visual Studio 2013, I continuously get hit with error 1904 - DLL failed to register. I have spent hours browsing the community and none of the solutions have worked.

I have tried to install and re-install the Microsoft Visual C++ Redistributable package (both x86 and x64)

I have tried to manually add the dll

I have tried to install the .net framework 2.0

None of it has worked, if anyone has any other suggestions, I'm open to them.

What SP are you installing? If it's SP 21 you need the VS 2015 C++ runtime package installed.
