GPG not creating pubring.gpg anymore

Hi, We have just kicked of SuccessFactor implantation at my company. As part of the project, we are building integration using Cloud Platform and require PGP encryption and decryption. I followed the document that explains downloading the GnuPG and installing. The latest version of the software 2.2.1 doesn't create pubring.gpg file instead using pubring.kbx. I tried several time loading this file as pubring but it fails and error message says

"The provided keyring cannot be deployed. The keyring content is not a wellformed PGP Public Keyring."

Any idea how can I generate Public PGP Keyring.
