creation of client

i have created a new client 007 with using scc4 and login this client through the

username : sap*

password : pass

i logg on successfully, but in this client i can to create any objects

ex: when i am using se38 for creating a report, it will display the following error.

No changes for user SAP* allowed.

Choose 'Display object or Cancel'

how can i create a new report in this client (for RFC usage) my problem.

and how can i change my username sap* to other one.

please help me ...
