FOC (free item) turned into non-editable mode. How to enable it?

Dear Experts,

How to enable the FOC(free item) into editable mode in ME21N? I have checked the screen layout at document level in SPRO configuration. But not to able to deduct the solution. Does it have any other dependencies ?
