Cannot find Web Services Configuration under Infrastructure Management

I downloaded the CE SP3 and the ADS and have them both installed, and finished all steps mentioned in this [blog|https://www.sdn.sap.com/irj/sdn/weblogs?blog=/pub/wlg/7290] [original link is broken] [original link is broken] [original link is broken];, but I cannot find "Web Services Configuration" under "Configuration Management > Infrastructure Management > Web Services Configuration".

Anyone knows why?
