Cost Elements become "GL Accounts" in S4. Is there a way to include validity dates on cost elements? SInce KA01/2/3 are replaced by FS00, I am not seeing a place to put the validity dates, other than for text description changes.
as such there is no option available for creating cost elements with value date in S4 Hana.
as for as your second point is concerned. if you have posted some transactions during the current fiscal year then at the start of the new fiscal year and before posting of any transaction, you can change the cost element category but i am unable to understand why you need it.

We have two scenarios where we've used the effective date of the cost element.
1. When implementing a new process that takes effect at a future date (for example, the new leasing standards for Fy18), we need to have the GL accounts created and unblocked in advance so that purchase orders can be created in the current year for future year deliveries. But, we need to restrict current year postings to those new accounts.
2. We have had our business users decide that they need to change the type of cost element; for example, we need to end-date the 'cost center based' and change to 'profit center based'. This can only be done at the change of a fiscal year; so, we need the cost elements to have corresponding end-dates and start-dates set in advance.

All the cost elements has been migrated to G/L Accounts and cost element transactions are no more valid in S4 so if you don't want to use a particular cost element after a certain period then then only option is to block/ set flag for deletion in the G/L Account.
Do you have any specific scenario where you need the validity dates for the G/L account?

What is the business requirement for such a setting? With the concept of S/4, validity of cost element makes no sense any more. To speak frankly, it didn't make much sense even in the past 🙂

It seems logical they are always valid as long as the GL account is: From creation to block/flag for deletion
