Unable to execute NOTIF_CREATE

Dear Experts

When I click on Transaction Code : notif_create, system is not executing. and also I tried using Transaction code bar. from here also system is not giving any result . For executing the notif_create ( notification Creation ) is need to configure any thing..?? please let me know. and need to configure, what they.. Waiting for your Valuable Reply..
