can anyone tell me how do i create a role in portal only for password change or reset

You could create a iView from that and put it in one role.

i think we can perform this activity by two ways..
1.By adding the Password changes IView to the role which you wanted to have this facility.
2.By Creating an Application for this.
Again an application can be developed using two ways:--
1>Using Par file
2>Using WebDynpro Application.
i will suggest you to go for WebDynpro appl, because this is comparitively easy way.
You can Develop WebDynpro appl using NWDS(freely available on SDN.)
By using UME Api you can change the Password.

For password change you have one iView in the portal.
This iView is added inside Porsonalize Role.
You need to find out the iView added in the role.
Just make the iView invisible in the personalize role.
Add the iView to your Role as a delta link..
