hierarchy as a navigational attribute

Hi,

I have a region hierarchy which is a navigational attribute of vendor. I have checked for navigational and also kept under free characteristics. Now when i run my report and try for drilling down i am not able to see the region hierarchy.

can anybody tell me the reason why it is not appearing? can i not place a hierarchy under free characteristics?
