Cost Center Budget Proceedure

Hi,

I am in the process of Preparing the Scenario for "COST CENTER BUDGET" in my Project.i dont know the proceedure to do it....Plz help me by giving the Process flow.So that i can prepare accordingly.it would be a great help if anybody help me.
