USE ID ERROR

hello everyone,

i have a query needed to be solved.

i have two user ids.

among this two while using one of the id when i am creating PO with me21n the HOLD tab is coming.

but when i am using the other id and trying to create PO,the HOLD tab is not coming.

where can be the error and how to do the solution?????
